Paper title: Why Should Higher Education Institutions Care About Dissemination?

Abstract: The public value of higher education institutions is somewhat ingrained in their core features as the public funding of research and teaching activities shows. However, the most common ways higher education is considered are in terms of the private benefits it offers. Therefore, what it means for higher education to be a public good has yet to be apparent. In this paper, I argue that higher education is a public good if it benefits non-attendees. I defend that knowledge dissemination is a legitimate means of ensuring it does. I approach higher education through the scholarly knowledge as an educational good it provides. I develop an account of scholarly knowledge as a public good and present why higher education institutions should be compelled to disseminate it to non-attendees. I suggest that improving knowledge dissemination to attendees, i.e., improving undergraduates’ teaching and learning, would help generate benefits for non-attendees and strengthen the public value of higher education.
